International Driving Permit Serbia | ZURO Cars

Do You Need an International Driving Permit in Serbia?

Passport and driving documents on a rental car dashboard in Belgrade

A visitor temporarily staying in Serbia can generally drive with a valid foreign national driving licence or a valid international driving permit, provided the document covers the correct vehicle category. An international driving permit is not a replacement for the original licence: carry both when an IDP is used.

The practical answer depends on where your licence was issued, the language and script on it, and whether you are a short-term visitor or have established residence in Serbia. A licence printed in Latin script with clearly recognisable categories is easier for police and rental staff to verify. If the document is only in another script or its categories are unclear, obtain an IDP or an official translation before travelling.

The Serbian Ministry of the Interior explains the use of foreign licences in its official answer for drivers and the rule appears in the current Road Traffic Safety Act. Because bilateral arrangements and residence status can affect an individual case, check with MUP or the issuing authority if yours is unusual.

National licence or international permit

A national driving licence is the document issued by your home jurisdiction. An international driving permit is a standardised multilingual companion document. It helps another country's authorities read the categories and details, but it has no independent validity without the national licence.

Carry the physical original, not only a photograph or a digital wallet image. Check the expiry date before departure and make sure the licence has not been suspended or replaced. The name should match your passport or ID sufficiently for the documents to be connected.

An IDP is particularly useful when:

Issue the IDP in the country that issued your national licence, through the authorised organisation. Online sellers offering instant downloadable permits may not issue a legally recognised document.

Visitors and people living in Serbia

MUP's guidance distinguishes temporary visitors from people with residence in Serbia. A foreigner temporarily staying in the country may drive during that temporary stay with a valid foreign or international licence. Serbian citizens who live abroad and return temporarily are also addressed in the official guidance.

Once a person has permanent residence or approved temporary residence of at least six months, Serbian rules provide a procedure for obtaining a Serbian licence on request based on a foreign licence. That does not mean every foreign document automatically becomes invalid on the same day. The exact transition can depend on status, issuing country and current law, so a resident should ask MUP directly rather than use advice written for tourists.

Bring proof of your residence status if it may be relevant. Rental staff can confirm company requirements, but only the authorities can give a binding answer about your legal right to drive.

Licences not printed in Latin script

Serbian law does not reduce every case to a simple rule saying that all non-Latin licences are invalid. The real issue is reliable identification and interpretation. Police and rental staff need to establish the driver's identity, category and validity without guessing.

If your licence uses Cyrillic, Arabic, Chinese, Japanese or another script without a Latin transliteration, the safest preparation is an officially issued IDP together with the original licence. A certified translation may also help, but confirm whether it is accepted for your specific purpose. Do not translate the document yourself or alter it.

For a multi-country trip, check each destination separately. Permission from a Serbian rental company to cross the border does not prove that your driving document meets the next country's requirements.

Documents required by ZURO Cars

To rent from ZURO, bring:

The standard minimum is 24 years of age and two years of driving experience. Premium-class cars require at least 25 years of age and four years of experience. These are ZURO rental conditions, separate from the general legal age at which a person may hold a licence.

Send clear details before arrival if your licence format is unusual. Do not send sensitive document photographs through an unverified account. ZURO communicates through WhatsApp at +381 63 821 8532 and Telegram at @zurocars_rent.

Checks before you travel

  1. Confirm that the licence will remain valid for the entire rental.
  2. Check that category B is visible and applicable.
  3. Compare the spelling of your name with your passport.
  4. Obtain an IDP from the authorised issuer if needed.
  5. Carry both originals in the car.
  6. Check separate rules for every country on your route.
  7. Keep the rental agreement and vehicle documents supplied with the car.

If you plan to leave Serbia, ZURO requires written approval recorded in the contract. A deposit applies even to economy or comfort cars that may be available without a deposit for travel solely within Serbia: €200 for economy and €300 for comfort. Other cars follow the deposit stated on their pages. Ask about documents and conditions before booking; do not assume an international permit is the only cross-border requirement.

During a police check

Stop safely, remain calm and present the requested originals. You may be asked for your driving licence, passport or ID, vehicle registration and rental agreement. Use the documents left in the vehicle by the rental company and do not remove or replace them.

If there is a language difficulty, an IDP can make the categories easier to verify. It does not exempt the driver from Serbian traffic rules. If an officer issues a document you do not understand, photograph it, keep the original and contact the rental company after the check.

Frequently asked questions

Can I drive in Serbia with an EU or UK licence?

A valid foreign licence can generally be used by a temporary visitor. Carry the original and check current MUP guidance for your status; an IDP may still be useful for a wider cross-border itinerary.

Is an IDP valid without my national licence?

No. The international permit accompanies the valid national licence. Carry both physical originals.

Is a phone photo of my licence enough?

Do not rely on it. Bring the original document; a photograph is useful only as a backup record and may not be accepted at a check or rental desk.

I live in Serbia. Can I keep using my foreign licence?

Residence changes the analysis. MUP provides a conversion procedure for people with permanent residence or approved temporary residence of at least six months, so ask MUP about your country and dates.

Can I use the same documents in Hungary or Montenegro?

Not automatically. Each country applies its own rules. You also need written cross-border permission from ZURO and any vehicle documents required for that destination.
